BHEL (Bharat Heavy Electricals Limited) has floated an 8 MW solar project tender in Mauritius. The last date to submit the bids is June 26, 2021.

Bharat Heavy Electricals Limited has clarified one thing for this project that this is not a global tender. Bidders from another country who shares a land border with India are also eligible to bid in this tender. The only condition is they should be proper registered with the competent authority.

According to the tender document, As the performance bank guarantee, the successful bidder will have to submit 10% of the basic value of the purchase order. In which, all components of the purchase order would be included & the taxes, duties, freight, and training charges would be excluded.

The interested bidder will have to be an Indian-origin company and should be an original equipment manufacturer of inverter or inverter transformer or medium voltage (MV) switchgear. The bidder should submit the product catalog as an inverter to participate in the bidding process.

The bidder has to declare that all of the products which will be used in this project, such as panels, inverter, batteries, etc, will either be manufactured or will be assembled in India.
Now almost every tender has this condition because India is looking to set up a domestic solar manufacturing industry.

The design of the station has to be completed within the 2 containers. The lifetime of the project should be of 20 years.

The containerized solar compact station should have an internal auxiliary system for each compartment to make sure the nominal output power up to at least 50° C ambient temperature. Along with this, the container should be waterproof and should have effective thermal insulation.
The proposed station should be supported by a heating, ventilation, and air-conditioning design calculation to be approved by BHEL (Bharat Heavy Electricals Limited). The accessibility and maintenance of the containers should be very easy.

The bidder who will be awarded this tender has to provide all the documentation, program software, and communication cables used in the project.
For the tender, the procurement of the raw material directly from the manufacturers will be preferable. However, if the manufacturer is engaging any third-party agent, then the third-party agent will not represent more than one manufacturer. The agent can be on behalf of either the supplier or the manufacturer but not both.
